Therefore, you will benefit from all the rights of the EU applicable to packages. The company SC PROVOC JOACA SRL, as the organizing travel agency, will be fully responsible for the proper execution of the entire package. Additionally, under the legislation, the company provides protection for refunding payments and, if transport is included in the package, for ensuring your repatriation if it becomes insolvent.
Main Rights Under Government Ordinance no. 2/2018:
Travelers receive all essential information regarding the package before concluding the travel services contract.
There is always at least one trader responsible for the proper execution of all the travel services included in the contract.
Travelers are provided with an emergency phone number or contact details where they can reach the organizing travel agency or the travel agent.
Travelers may transfer the package to another person after providing reasonable notice and possibly paying additional costs, under the terms established by PROVOC JOACA with its suppliers.
The package price may only increase if specific costs increase (e.g., fuel prices) and if this is expressly provided in the contract, and no later than 20 days before the start of the package. If the price increase exceeds 8% of the package price, the traveler may terminate the contract. If the organizing travel agency reserves the right to increase the price, the traveler is entitled to a price reduction if there is a decrease in relevant costs.
Travelers may terminate the contract without paying a termination penalty and may receive a refund if any of the essential elements of the package, other than the price, change significantly. If, before the start of the package execution, the responsible merchant cancels the package, travelers are entitled to a refund.
Travelers may terminate the contract without paying a termination penalty, before the start of the package execution, in exceptional circumstances, such as serious security issues at the destination that may affect the package. Additionally, travelers have the possibility to terminate the contract at any time before the start of the package execution, subject to paying a reasonable and justified termination penalty.
If, after the start of the package execution, important elements of the package cannot be executed as agreed, alternative services must be provided to the traveler, without incurring additional costs. Travelers may terminate the contract without paying a termination penalty if services are not executed according to the contract and this significantly affects the package’s execution, and the organizing travel agency does not resolve the issue. Travelers also have the right to a price reduction if the travel services are not executed or are poorly executed.
The organizing travel agency must offer assistance if the traveler is in difficulty.
If the organizing travel agency becomes insolvent, payments will be refunded. If the organizing travel agency becomes insolvent after the start of the package execution, and transport is included in the package, the repatriation of travelers is guaranteed. The travel agency TABERE LA TARA has insolvency insurance, series IF-i Nr. 3384/01.02.2022, valid until 01.02.2023, issued by GERMAN ROMANIAN ASSURANCE SA, located at str. Emil Garleanu nr.11, Bl. A8, Ap. 49, sector 4, Bucharest, tel. +40 213217428, e-mail office@gerroma.ro. The documents are also available on the TABERE LA TARA website (www.taberelatara.ro). In the context of this form, “organizing travel agency” refers to the agency established in Romania or the intermediary travel agency established in Romania, which directly purchases packages from an organizing travel agency that is not established in Romania, according to Article 14 of Government Ordinance no. 2/2018.

The payment terms vary depending on the type of travel service package, the type of offer, and will be specified in each reservation, the summary of the contract, or in the annex to the marketed product. The traveler is obliged to pay 30% of the total price of the travel package within 24 hours of signing this contract, and the remaining amount must be paid no later than 15 days before the trip departs or the program starts. These are the standard conditions, but they will be replaced by those communicated above, with the most restrictive conditions always applying (special offers, early-booking, black Friday, travel fairs, etc.).
Failure to meet the payment deadlines by the traveler entitles the organizing travel agency to terminate the contract without prior notice and seek compensation for the damages incurred.
If the deposit is not paid at the time of booking, but the places are blocked for payment within a maximum of 48 hours (2 working days), a fee of 10 euros per paying person will be charged.
If the reservation becomes firm by paying the deposit within 48 hours (2 working days) from the booking, the reservation fee will be deducted from the total package cost.
If the deposit is not paid within 48 hours (2 working days), the reservation will be automatically canceled without the possibility of refunding the reservation fee.

(a) when signed by the Traveler or by accepting the terms and conditions of the travel services, including in cases of distance purchases through electronic means. In the case of distance purchases, the acceptance of the terms is considered when the Traveler expresses agreement by sending an electronic message (email, fax, etc.) to the Travel Agency Organizer’s email address.

It is the responsibility of the organizing travel agency to inform the Traveler by any means agreed upon (phone, SMS, email, fax, etc.) if the requested booking has been confirmed. 2.3. The contract automatically ends once the travel service package has been fully performed as outlined in the travel documents.
CHAPTER 3. CONTRACT PRICE AND PAYMENT METHODS
3.1. The contract price is __________ lei and consists of the actual travel service costs and the commission of the Travel Agency Organizer. If the price is not specified in this contract, it is specified in the order receipt (if any), other travel documents, catalogs, brochures, or the agency’s website (www.taberelatara.ro).
3.2. Payment methods:
3.2.1. Upon concluding the contract, a 30% deposit of the established price is required, or if applicable, full payment of the travel service package.

3.2.3. If the contract is concluded less than 15 days before departure, full payment is required.
3.3. Payment for travel services under the contract can be made in a single currency, in RON.
CHAPTER 4. RIGHTS AND OBLIGATIONS OF THE AGENCY
4.1. The agency is obliged to provide the Traveler with an order receipt only when requesting travel service packages that are not part of the agency’s standard offer and require booking confirmation from other providers.
4.2. Before starting the travel package, the agency may unilaterally modify other clauses of the contract, provided the changes are insignificant, and must inform the Traveler at least 24 hours in advance.
4.3. In the case of air transport, the carrier may modify the flight hours without needing the agency’s consent.
4.4. In the case of cruise products, the cruise line can modify cabin location for safety reasons, without compensation, if it’s of the same category.
4.5. After contract conclusion, the agency can modify the contract price due to changes in transport costs, taxes, or exchange rates, provided the increase is justified and notified to the Traveler at least 20 days before the start of the package.
4.6. The agency is responsible for the proper execution of all travel services included in the contract.
4.7. If a significant part of the services cannot be executed as agreed, the agency will provide alternative services, equivalent or superior, at no additional cost to the Traveler.
4.8. If return transportation cannot be arranged due to extraordinary circumstances, the agency will cover accommodation costs for up to three nights.
This contract is valid as per the specified terms and conditions.
CHAPTER 5. RIGHTS AND OBLIGATIONS OF THE TRAVELER
5.1. If the traveler is unable to participate in the tourist trip for reasons independent of the cause of their inability to attend, they may transfer the contract to a third party who meets all the conditions applicable to the contracted travel services package, provided they notify the Organizing Travel Agency in writing at least 7 days before the start date of the execution of the contract. In this case, a transfer agreement concerning the contracted and transferred travel services package will be concluded between the traveler who cannot attend the contracted trip (the assignor), the third party (the assignee), and the organizing travel agency (the assigned debtor). The responsibility for concluding the transfer agreement lies, as applicable, either with the assignor or the assignee, and never with the organizing travel agency (the assigned debtor). The traveler who assigns their services package, as well as the assignee, are jointly responsible for the payment of the travel price (balance), all commissions, fees, and any additional costs generated by this transfer.
5.2. In the case of rest and/or treatment stays in Romania, the traveler is obliged to follow the following service schedule: accommodation is generally provided at 18:00 on the arrival day and ends, generally, at 12:00 on the departure day as indicated on the travel documents (voucher, rest and/or treatment ticket, excursion ticket, etc.). Any additional costs incurred due to the failure to vacate the accommodation by the specified times will be the sole responsibility of the traveler.
5.3. If, before the start of the package execution, the Organizing Travel Agency is forced to make significant changes to any of the main characteristics of the travel services as provided in Art. 5 para (1) letter a) of OG no. 2/2018 or is unable to meet the special requests of the Traveler that the Agency has accepted, or proposes to increase the package price by more than 8% under the circumstances specified in Art. 4.5 above, the Traveler has the option, within a reasonable period specified by the Agency, to either accept the proposed changes or terminate the contract without paying any termination penalties. A significant change is considered to include a change in the place of accommodation, in which case the Traveler will be offered the nearest equivalent or superior option.
5.4. If the contract is terminated, the traveler may accept another package, when offered by the Organizing Travel Agency, if possible, of equivalent or superior quality.
5.5. If the changes to the contract as provided in 5.3 or the package as provided in 5.4 result in a decrease in quality or cost, the Traveler is entitled to a corresponding price reduction.
5.6. The Agency informs the Traveler, without unjustified delay and in a clear, intelligible, and well-highlighted manner, on a durable medium, about: a) the proposed changes as outlined in Art. 5.3 and 5.4 above and, where applicable, in accordance with Art. 5.5, their impact on the price of the package; b) a reasonable period in which the Traveler must inform the Agency about their decision as per Art. 5.3 above; c) the consequences of the Traveler’s failure to react within the specified period under b), in compliance with applicable legal provisions; d) where applicable, the replacement package offered and its price.
5.7. If the Traveler decides to participate in the trip that has been modified according to Art. 5.3 above, it is considered that all modifications have been accepted, and the Traveler cannot request any subsequent compensation due to such changes.
5.8. If the contract is terminated under Art. 5.3 above and the Traveler does not accept another package, the Organizing Travel Agency will refund all payments made by or on behalf of the Traveler, without unjustified delay and, in any case, no later than 14 days from the termination of the contract, in accordance with the provisions of Art. 15 para. (2)-(6) of OG no. 2/2018.
5.9. The Traveler has the right to unilaterally terminate the contract at any time before the start of the package execution, in which case they are required to compensate the Organizing Travel Agency for the damages caused, according to the provisions of Chapter 6.
5.10. If the Traveler chooses to move to a different hotel than the one originally contracted and paid for, the financial responsibility for the cancellation rests with them. The Organizing Travel Agency will address the Traveler’s requirements within its capabilities, with any price differences being borne by the Traveler. If the Traveler requests an unjustified change in the hotel, room structure, or any of the services, this will be considered a unilateral termination of the contract, with the application of the penalties outlined in Chapter 6 at that time, and a new contract will be concluded.
5.11. The Traveler is required to pay at the hotel reception the resort tax, sanitation fee, and other local taxes, without being entitled to claim compensation or reimbursement from the Organizing Travel Agency.
5.12. The Traveler is required to present their identity documents and the travel document issued by the Agency (voucher, rest and/or treatment ticket, etc.) at the hotel reception in order to receive the travel services. If the Traveler benefits from rest and treatment tickets, they must also present the referral from their family doctor and proof of social insurance contributions, up to date.
5.13. The Traveler acknowledges that services purchased without being part of the contract with the organizing travel agency are solely the responsibility of the local service provider, are governed by the laws of the destination country, and the organizing travel agency bears no responsibility for such services.
5.14. If additional formalities are required for the Traveler to undertake the trip (e.g., traveling with minors, name changes due to marriage/divorce, etc.), they are obligated to fulfill all legal requirements. For optimal information, the Organizing Travel Agency recommends checking the Border Police website (www.politiadefrontiera.ro) and the Ministry of Foreign Affairs website (www.mae.ro/travel-conditions). If the Traveler fails to fulfill their obligation to be informed about additional formalities that are not the responsibility of the Agency (e.g., traveling with minors, authorization from the parent or legal representative who is not accompanying them, or any other additional documents), the Organizing Travel Agency is exempt from any responsibility in case the trip cannot be made.
5.15. The Travel Agency recommends that travelers contact them 24 hours before departure to reconfirm the details of their departure (flight schedule, boarding location, etc.).
5.16. If a single person books services for a group of tourists (travelers), the contractual conditions automatically apply to the entire group for which the services have been paid.
5.17. The Traveler is obliged to use the transportation means, the hotel room, and the amenities provided as a responsible owner and according to their intended purpose. The organizing travel agency is not responsible for any damages or injuries suffered by the Traveler due to non-compliance with this paragraph.
5.18. The Traveler is required to respect the departure place, date, and time for both the outbound and return trip, as well as the locations, dates, and times specified in the contracted travel program. Any expenses or damages incurred due to the Traveler’s failure to adhere to the meeting locations and schedules will be borne by the Traveler.
5.19. If a Traveler, who has entered the territory of the country where the travel services package is provided, refuses to return to Romania and authorities in the respective country incur any expenses on their behalf, the Traveler is obligated to cover all such expenses.
5.20. The Traveler has the following obligations: (a) to ensure that their travel documents, ID CARD OR PASSPORT, are not damaged and are valid according to the travel conditions specific to the country/countries of destination, conditions that can be checked on the Ministry of Foreign Affairs website (www.mae.ro/travel-conditions); (b) to meet all visa, customs, and health requirements of the authorities in the country/countries they are traveling to and not violate the laws of the country/countries they are visiting; (c) to respect the travel schedule and boarding times, as applicable.
CHAPTER 6. CANCELLATIONS, TERMINATIONS, PENALTIES
6.1. The Traveler may terminate the contract at any time before the start of the package execution. If the Traveler cancels the travel services package subject to this contract due to their own fault, they owe the Agency the following penalties:
(a) 10% of the package price if the cancellation is made more than 60 calendar days before the start of the package execution (departure date);
(b) 50% of the package price if the cancellation is made between 60-31 days before the start of the package execution (departure date);
(c) 100% of the package price if the cancellation is made less than 31 days before the start of the package execution (departure date) or if the Traveler does not show up for the trip.
(d) 100% of the package price if the Traveler has purchased the travel services package from the Early Booking program, regardless of when the Traveler requests the cancellation.
6.2. If the Traveler, who has contracted a travel services package with the Organizing Travel Agency and paid an advance, does not show up within the deadline communicated in writing in this contract to pay the installments or the remaining balance, the contract is considered automatically terminated, and the Organizing Travel Agency has the right to cancel the reservations made on behalf of the Traveler, withholding the penalties outlined in section 6.1.
6.3. For rest and/or treatment tickets purchased through trade unions, the Agency will only make refunds based on cancellation requests signed and stamped by the representative of the trade union.
6.4. If an embassy refuses to grant an entry visa for the execution of the services package, the Traveler will forfeit all fees owed to the Organizing Travel Agency’s direct service providers, as well as the Agency’s operational costs.
6.5. In case of cancellation of the contracted services for reasons beyond the Traveler’s control (e.g., emergency or sickness), the Agency will refund the amount paid, with the deduction of operational fees or other applicable amounts.
CHAPTER 7. COMPLAINTS, COMPENSATION
7.1. If the traveler notices a non-compliance during the execution of travel services, they are obliged to make a written complaint on-site, clearly and explicitly, regarding the deficiencies found in the contracted travel services package. The complaint should be promptly sent to both the organizing travel agency’s representative and the travel service provider (hotel management, restaurant, local transport providers, local representatives of the organizing agency). Contact details of the Organizing Travel Agency: TABERE LA ȚARA, Phone: 0754331215, Email: dragos@taberelatara.ro.
7.2. Both the Organizing Travel Agency and the travel service providers will act immediately to resolve the complaint and remedy the non-compliance, except in the following cases:
a) The non-compliance cannot be remedied;
b) Remedying the non-compliance involves disproportionate expenses considering the extent of the non-compliance and the value of the affected travel services, without prejudice to these exceptions. If the Organizing Travel Agency does not remedy the non-compliance within a reasonable time set by the Traveler, the Traveler may remedy it themselves and request reimbursement for necessary expenses. The Traveler does not need to specify a term if the Agency refuses to remedy the non-compliance or if immediate remedy is necessary.
7.3. If the complaint is not resolved or is partially resolved, the Traveler will submit a written complaint to the Organizing Travel Agency’s office within a maximum of 5 calendar days from the end of the trip. The Agency will communicate the compensation due, if applicable, within 30 calendar days.
7.4. The Traveler is entitled to a corresponding price reduction for any period during which a non-compliance existed, except when the Organizing Travel Agency proves the non-compliance is attributable to the Traveler.
7.5. The Traveler has the right to receive appropriate compensation from the Organizing Travel Agency for any damages suffered due to non-compliance.
7.6. The Organizing Travel Agency will provide compensation based on the degree of non-compliance with contractual obligations and the limits imposed by the travel service provider, except when the Agency proves that the non-compliance arises in one of the following situations:
(i) It is attributable to the Traveler;
(ii) It is attributable to a third party unrelated to the provision of the travel services in the contract and is unforeseeable or unavoidable;
(iii) It is caused by inevitable and extraordinary circumstances.
Compensation cannot exceed the price of the travel package, except for bodily injury or damages caused intentionally or through negligence, or as per the limits set by applicable international conventions.
7.7. For associated travel services or any related offers, the Organizing Travel Agency informs the Traveler that they will not benefit from any rights exclusive to travel packages, and each service provider is solely responsible for the proper execution of the contract related to their services. If the travel service is not provided due to insolvency of the service provider, the Traveler has the right to reimbursement of all payments made.
7.8. Compensation or price reductions provided under this contract and compensation or price reductions provided under applicable international regulations and conventions are deducted from each other to avoid overcompensation.
7.9. If the Traveler has intentionally or negligently caused a difficulty that required assistance, the Organizing Travel Agency has the right to recover the actual costs incurred from the Traveler.
CHAPTER 8. INSURANCES
8.1. The Traveler is insured for reimbursement of repatriation costs and/or amounts paid in case of insolvency or bankruptcy of the TABERE LA ȚARA Agency for travel packages where the Agency is the Organizing Travel Agency. The insurance company is GERMAN ROMANIAN ASSURANCE S.A. with policy IF-i No. 3384/01.02.2022, valid from 02.02.2022 to 01.02.2023.
8.2. The conditions under which the Traveler will be compensated by the insurance company are:
8.2.1. If the Organizing Travel Agency fails to repatriate the traveler, the Traveler must immediately notify the insurance company by phone, fax, or email. In this situation, the insurance company is not obligated to immediately pay the repatriation costs but will reimburse them after the Traveler’s return to Romania, as per the insurance policy between the Organizing Travel Agency and the insurance company.
8.2.2. If the Traveler requests reimbursement from the Organizing Travel Agency for amounts paid and/or repatriation costs, they must send the supporting documents to the Agency via registered mail with acknowledgment of receipt. The Traveler must keep copies of these documents. The Traveler can request reimbursement within 15 calendar days from the end of the travel package or from the repatriation date.
8.2.3. The Traveler is obligated to notify the insurance company, via registered mail with acknowledgment of receipt, regarding the request made to the Agency for reimbursement within 5 calendar days from the acknowledgment of receipt specified in point 8.2.2.
8.2.4. If, within 15 calendar days from the acknowledgment of receipt of the supporting documents by the Agency, the Traveler has not received the requested amounts, the insured event occurs.
8.2.5. Within 10 calendar days from the occurrence of the insured event, the Traveler must submit the claim for compensation with supporting documents to the insurance company via registered mail with acknowledgment of receipt.
8.2.6. The supporting documents consist mainly of:
(a) The contract for the sale of the travel package;
(b) The acknowledgments of receipt specified in points 8.2.2, 8.2.3, and 8.2.5;
(c) Photocopies of payment documents (receipts, payment orders, etc.) in the case of reimbursement requests;
(d) Photocopies of transport and accommodation documents in the case of repatriation costs. The insurance company has the right to request other supporting documents from the Traveler.
8.2.7. The compensation cannot exceed the amount paid by the Traveler under the travel package sales contract and cannot exceed the costs of repatriation, in compliance with applicable legal provisions.
8.2.8. Compensation will be paid within 30 calendar days from the receipt of the supporting documents by the insurance company.
8.2.9. If, after the compensation is paid, the Organizing Travel Agency reimburses the Traveler, the Traveler is obligated to return the compensation received from the insurance company within 5 business days from receiving the reimbursement from the Agency.
8.2.10. Optionally, the Traveler may enter into an insurance contract covering transfer fees, or a repatriation assistance contract in the case of accidents, illness, or death, luggage insurance, medical services insurance at the destination, or a travel cancellation insurance, among other types. The Agency recommends taking out cancellation insurance to cover potential cancellation penalties. The Traveler can inquire at the agency about the cases covered by the cancellation insurance, which may be purchased at the travel agency where the package was bought, provided the Agency offers this service.
8.3. The Agency is not responsible for any non-compliance with the obligations outlined in insurance policies contracted through the Agency, as it acts solely as an intermediary between the Traveler and the insurer.
CHAPTER 9. DOCUMENTS ATTACHED TO THE CONTRACT
The documents of the contract constitute an annex and are as follows:
(a) Voucher, rest/treatment ticket, excursion ticket, order slip, if applicable;
(b) Program of the travel services package;
(c) Catalogs/brochures/offers/other documents provided by the organizing travel agency, in printed or electronic format at www.taberelatara.ro;
(d) Annex: necessary equipment.
CHAPTER 10. EQUIPMENT
The child must have the equipment indicated in the ANNEX EQUIPMENT in their luggage. It is recommended that the participant’s luggage does not contain unnecessary items that will not be used at the camp. Additionally, if the participant does not have the appropriate equipment, they may not be able to participate in certain specific activities.
CHAPTER 11. MOBILE PHONES AND COMMUNICATION DEVICES
The camp has an emergency phone: 0754.331 215.
In principle, children will not need mobile phones in the camp. However, if they possess one, it is allowed as long as it is handed over to the camp director at the beginning of the stay, thus significantly reducing the risk of loss or damage.
Phones can generally be used only during the designated communication period with parents or guardians, which is in the evening, between 8:00 PM and 10:00 PM. During this period, with the parents’ or guardians’ consent, children may use the phones to play games.
CHAPTER 12. MEDICATION
